PhD position at ENIT (Tarbes) and IMFT (Toulouse): Impact model for the evaluation of the flooding risk.

Context and objectives:

The term “flash flood” refers to sudden floods having high peak discharges in a short response time. They result from a combination of meteorological and hydrological factors. Intense storm events delivering high amounts of rain water appear to be the first condition for flash flooding to be initiated. Watershed characteristics such as small catchments (under 500 km2 ) or steep slopes are associated with short and rapid flood timing. Flash floods are one of the most destructive hazards in the Mediterranean region and have caused casualties and billions of euros of damages in France over the last two decades. The recent case of June 2013 occurred in the Pyrenees killed 2 people and resulted in thousands of victims. The damages were estimated at about 134 million euros. The contrasted topography, the complexity of the continental surfaces in terms of geology and land use, the difficulty to characterize the initial moisture state of the catchments make these extreme events very difficult to assess and predict. The proposed PhD will aim at improving the understanding of the hydrological response by contemporary use of empirical and analytical (or rainfall-runoff) modelling. The ambition is to develop an operational methodology for the anticipation of the risk of inundation. The work will include an inter-comparison of models dedicated to flash flood prediction and allowing the characterization of the resulting risk. The proposed work will therefore contribute to the building of a relevant methodology of risk evaluation for a better protection of the population. The long-standing collaboration between the IMFT and the SCHAPI2 will facilitate the transfer of knowledge to the appropriate operational services. Leer más de esta entrada

9th HyMeX Workshop 21-25 September 2015, Mykonos, Greece

The 9th HyMeX workshop will take place from 21 to 25 September 2015, in Mykonos Island, Greece. It will be organized by the National Observatory of Athens at Saint-John hotel.

Objectives

The general objectives of the HyMeX workshops are to strengthen the links and knowledge exchange, as well as to foster collaborations within the HyMeX research community. The 9th HyMeX workshop will occur at midterm of the programme. It will be the opportunity to assess the achievements of the programme, both in terms of data collected and science results, against the original objectives of the HyMeX Science Plan (http://www.hymex.org/public/documents/HyMeX_Science_Plan.pdf). Running over 5 days, the programme will consist of plenary sessions with review solicited talks and Science Teams oral and poster sessions with an open call for contributions to present and discuss recent scientific progresses regarding the Mediterranean water cycle. Abstract:

The Mediterranean countries are experiencing important challenges related to the water cycle including water shortages and floods, extreme winds and ice/snow storms that impact critically the socioeconomic vitality in the area (causing damage to property; threatening lives; affecting the energy and transportation sectors, etc.). There are gaps in our understanding of the Mediterranean water cycle and its dynamics, which include the variability of the Mediterranean Sea water budget and its feedback on the variability of the continental precipitation through air/sea interactions, the impact of precipitation variability on aquifer recharge, river discharge, soil water content and vegetation characteristics specific of the Mediterranean basin and the mechanisms that control the location and intensity of heavy precipitating systems which often produce floods. The HyMeX (Hydrological cycle in the Mediterranean Experiment) programme is a 10-year concerted experimental effort at the international level aiming at advancing the scientific knowledge of the water cycle variability in all compartments (land, sea and atmosphere) and at various time and spatial scales. It also aims at improving the processes-based models needed for forecasting hydro-meteorological extremes and the models of the regional climate system for predicting regional climate variability and evolution. It finally aims at assessing the social and economic vulnerability to hydrometeorological natural hazards in the Mediterranean and the adaptation capacity of the territories and populations therein to provide support to policy makers to cope with water related problems under the influence of climate change, by linking scientific outcomes with related policy requirements. Floods in the north-western Mediterranean region: presentation of the HYMEX database and comparison with pre-existing global databases

Abstract:

The contribution presents the database on floods (1981-2010) that is being developed in the framework of HYMEX project and the preliminary results obtained for the NW sector of Mediterranean region. This database contains data on damages and the main hydrometeorological features of each reported event. The study is included in one of the objectives of the Working Group 5, which is a transversal group of the HYMEX project dealing with all the aspects related to societal and ecological impacts of hydrometeorological extremes, as well as their perception and communication processes. One of the main points of the WG5 is the creation of a common database on floods and their societal impact, for the Mediterranean region, as well as its analysis. Although some databases already exist and are frequently consulted, they are mainly focused on “major” catastrophic events. But the Mediterranean region experiences every year a high number of minor flash-floods that, considered in their totality, produce important losses and disruptions of the everyday life. This contribution is focused on North-Eastern Spain, South of Italy and South-East of France and the objective is to include all the floods that have produced damages, although they are not considered as “major” disasters.
